    Abstract

    This paper presents a method to analyze the cost of congestions for wheeling charge of each transmission line or each load under voltage stability constraints based on the optimal solutions of power system. We formulate an optimal power flow problem with the voltage stability constraints, in particular the voltage stability, which are given by a set of equality constraints. Then the cost of congestions by the voltage stability constraints is separated from wheeling prices. The proposed method is applied to the IEEE 30-bus standard system to demonstrate the advantages and the practicability of the method.
