Abstract

An efficient coding algorithm for transmitting videoconferencing signals through a channel of 384 kb/s or less is described. For efficient coding of motion pictures, it is necessary to remove the redundancy within the pictures and to use an efficient adaptive quantization method. The features of the proposed algorithm are presented. Simulation results show that it can transmit videoconferencing motion pictures at a rate of 300 kb/s.
