Recent deregulation has increased the number of electricity transactions between areas. Tie-line available transfer capability (ATC) is an important index for such transactions. In longitudinal power systems such as those used in Japan, multi-swing is caused by the increase in tie-line power flows. This paper examines transient stability ATC, and proposes a generator output adjustment method that considers transient stability ATC and multi-swing stability. Finally, we verify the validity of the proposed method by simulations on a 10-machine 47-bus system.
