This paper discusses transmission congestion management strategy based on generation dispatch particularly aimed at price reduction. The objective of the proposed approach supports the system operator by several options to manage congestion effectively. In this paper, a simple set of indices is introduced to represent the level of effective and agreeable congestion dispatch in congested conditions. The individual indices measure the sensitivity of a particular supplier to the congested power flow, congested prices indicating economic impact, and the acceptance level of the amount to be dispatched. The overall index combining these three performance measures supports effective decisions by the system operator on congestion management, which is also agreeable to electricity consumers and suppliers. The proposed approach is tested on a modified IEEE 30 bus system for model demonstration.
