This paper investigates a novel and efficient algorithm to determine the optimal allocation of small-scale decentralized power resources on the basis of reliability and security indices. In the proposed algorithm the total installation capacity of the new power resource equipment is determined with respect to the capacity and outage rate of the small-scale decentralized power resources so as to contain the supply reliability of the targeted system to within permissible levels. The selection of the target site is then made in the light of the probabilistic security index obtained from the generator outage probability and the power resource allocation. Using the same index, the optimal installation capacity for each target site is determined. Further examinations are undertaken with regard to upgrading the computational efficiency etc. at the time of executing optimal allocation. The validity and effectiveness of the proposed approach is verified through numerical examples on the IEEE 30-node, 6-generator system.
