    A video codec tailored to 384-kb/s sub-primary-rate transmission systems is proposed. It features several bit-rate-reduction techniques: adaptive intra/interframe prediction, motion compensated prediction, hybrid vector/scalar quantizer, adaptive filter in the local decoder, and Huffman coding. The performance of the new technique has been investigated by computer simulation as well as total coding. It has been shown that the system performance can be improved over that with using a conventional motion-compensated interframe codec.
