To achieve high data rate, low latency and packet-optimal radio access on the existing 3 G system and spectrum, evolved Universal Terrestrial Radio Access (UTRA) and Universal Terrestrial Radio Access Network (UTRAN) has been proposed. A number of new technologies have been being introduced to further improve the system performance and increase the spectrum efficiency. Here, we examine the flow-level performance with TCP connection to illustrate the effect of Packet Combing Hybrid ARQ (HARQ). It is shown in simulation Packet Combining HARQ does distinguished effect on avoiding transmission break and improving the performances in poor channel conditions.
